Enviromental Monitoring and Measurement

PURPOSE

The purpose of this procedure is to define sequence of events, interfaces and responsibilities in Environmental Monitoring and Measurement at Twean Construction Company Ltd.

SCOPE

The scope of this procedure is applicable to all the process and functions in calibration of measuring instruments of Twean Construction Company Ltd.

RESPONSIBILTY FOR IMPLEMENTATION

Director and MR will be responsible for the implementation and maintenance of this procedure.

This procedure is filed by the MR under the title “IOHS&E procedure for Environmental Monitoring and Measurement”.

DISTRIBUTION

This procedure shall be distributed to Twean Construction Company Ltd staffs as detailed in the Document Transmittal form.

DEFINITIONS

Environment: Surroundings in which an organization operates, including air, water, land, natural resources, flora and fauna.  Humans and their interrelation. Surrounding in this context extend from within an organization to the global system.

Environmental Aspect: Elements of an organization’s activities, products or services that can interact with the environment.

Environmental Impact: Any change to the environment whether adverse or beneficial, wholly or partially resulting from an organization’s activities, products or services.

Environmental Management system    The     part     of         the      overall                                 management system that includes organizational structure, planning  activities  responsibilities, practices, procedures, processes and resource for developing, implementing , achieving reviewing and maintaining the environmental policy          

Environmental Objective: Overall environmental goal, arising from the environmental policy that an organization sets itself to achieve and which is quantified where is practicable.

Environmental Monitoring: Environmental monitoring is the process of making systematic observation, measurement, collection and evaluation of pollutant levels in air, water and land in a given location.  Generally monitoring involves repeated sampling and analysis of environmental samples.

Prevention of pollution: Use of processes, practices, materials or products that avoid reduces or control pollution, which may include recycling, treatment, process changes.  Control mechanisms, efficient use of resources and materials substitution.

PROCEDURE

As per Twean Construction Company Ltd IOHS&E-MS, the following parameters are monitored:

6.1 Waste Water and oil Disposal

  • Wastewater at the plant is disposed off from the following sources;
  • Used Oil interceptor
  • Drainages
  • Vehicle washing
  • Fuelling and offloading areas
  • Workshop area drains

The effluent discharged from Twean Construction Company Ltd is monitored as per the environmental management and coordination Act for oil content before being discharged to the public drainage system. This is achieved by having an oil interceptor that collects all the water from the workshop and truck washing area before being disposed to the public drainage system.

The oil collected at the interceptor is periodically skimmed and stored on drums ready for disposal through authorized agents. Records of oil disposal are recorded and maintained by the HSSE Manager.

  • Sewage Water Disposal

Sewerage water disposal is done through the National water and sewerage cooperation which channels it to a waste water treatment plant in Ruai- Nairobi

6.3Noise

Noise level shall be measured periodically and records maintained by the HSSE Manager.      

7.0       Solid Waste Management

7.0.1    Non-hazardous solid waste

      a)   Used Paper

Used paper on both sides and shredded paper shall be thrown in designated dustbins labelled “Paper only”. The administration assistant shall maintain the records of volumes of disposal. The records shall then be trended in a graph to indicate whether there is minimization or not. The waste shall then be collected by an approved garbage disposal company.

Statistics on paper purchase & consumption is maintained by Purchasing Department. Monthly monitoring will be carried out on paper consumption.

 b)        Scrap tyres

Scrap tyres shall be piled at the tyre scrap yard. The stock will not be allowed to build up to excess levels, as they are a high risk of fire. These are to be disposed through approved disposal companies for recycling. The maintenance department shall record the quantity disposed.

c)         Metal Scraps

All metallic scrap materials are temporarily stored at a designated area under the labels “Metal Scrap”. Depending on the stockpile, they are sold to interested parties for re-cycling. Maintenance department will keep track of the items.

e)         Fused Lights, Bulbs

The above items are collected in the designated bin awaiting collection by an approved garbage collection company for safe disposal.  

 f)         Empty Drums and Cans

Empty lube oil drums shall be stored in the designated area used for the purpose. They will then be sold to interested parties.

Empty metallic and plastic cans are generated from oil, paints & thinners. These will be stored in the designated area and will be sold to the interested parties for re-cycling or disposed to the municipal council solvent yard under the directive of the Ministry of Health. The ministry of health issues a certificate of the same to confirm the disposal was carried out in the right manner. Sales department will maintain monitoring of annual disposal.

  • Hazardous Solid Waste

a)         Oily Rags

Proper use of rags to be monitored by maintenance supervisors and shall ensure that rags are utilised till they become unusable.

Oily rags generated at the workshop shall be thrown to the designated bins kept at different locations within yard labelled “Rags only”. A central bin is located at the garage area. Random inspection shall be conducted on outgoing transports, so that rags are not taken outside the yard.

Maintenance department will maintain record on purchase and consumption of rags.

  • Empty Oil & Paint Cans

Empty chemical/paint/thinner containers shall be stored in the designated area. According to stock build up these shall be disposed off for re-cycling or given to the contractor for safe disposal at the municipal council solvent yard.

  • Printer Cartridge, Toner & Dry cell Battery

Twean Construction Company Ltd administration department shall maintain a register on purchase and consumption of the above items.

Used printer cartridge, Toner & dry cell batteries shall be thrown to the designated bin weighed and records kept.

  • Used Filters

Used filters shall be put in a container labelled “ Oil filters only” to drain all the oil before being disposed through approved garbage Collection Company.

  • Electrolyte Battery

Electrical department shall maintain disposal quantity of wet cell batteries. These shall be collected in the designated bin, weighed and disposed off to the re-cycling companies.

8.1       All records related to environmental monitoring & incidents are filed as per Twean Construction Company Ltd records.
